The Supreme Court directed the Union Home Ministry to provide two additional companies of the Central Armed Police Forces (CAPFs) to ensure security at every polling station during the Tripura civic polls. The opposition Trinamool Congress and the Communist Party of India-Marxist (CPI-M) in the state told a bench of Justices DY Chandrachud, Justice Surya Kant and Justice Vikram Nath that their candidates and supporters were allegedly allowed to cast their votes since the voting began on Thursday morning. permission was not granted and there is serious violation of law and order.

The bench directed the Director General of Police (DGP) and the Tripura Home Secretary to immediately take stock of the security arrangements during the civic body elections and, if required, seek additional CAPF company from the Home Ministry. There are 100 personnel in each company of CAPF. The bench asked the Tripura State Election Commissioner (SEC), DGP and Home Secretary to ensure deployment of adequate number of CAPF personnel at each polling station so that free and fair elections are held. He said that every polling officer can take the help of CAPF officers if such situation prevails.

The court said that the state government has told the high court that since there are no CCTV cameras at the polling stations, it is allowing uninterrupted access to print and electronic media during municipal elections. It clarified that CAPF personnel would be deployed to guard the ballot boxes till the counting of votes is done on November 28. Earlier, the court had on November 23 rejected the Trinamool Congress’s (TMC) plea seeking deferment of the civic body elections in Tripura. Terming it as a last resort in a democracy, the court issued certain directions to the state police to ensure free and fair elections.

The Trinamool had filed a petition and the CPI(M) filed an intervention application seeking directions to the Tripura government and other officials to ensure free and fair municipal elections, during the hearing of which the apex court gave the above directions. Voting began on Thursday morning at 770 polling stations for the Tripura civic body elections and the counting of votes will be done on November 28.
